Kelvin Sergeant was hired at the Pine Bluff Police Department on January 23, 1995 and after completing minimum standards at the Arkansas Law Enforcement Training Academy he was assigned to the patrol division. In 1996 – 2004 Sergeant was assigned to the Vice & Narcotics Division and served on task forces with the Drug Enforcement Administration, Federal Bureau of Investigation, Jefferson County Sheriff’s Office and the Tri-County Drug Task Force.  During this tenure Sergeant was promoted to the rank of Sergeant in February 2004.

In 2005 Sergeant was promoted to Lieutenant and assigned to the evening shift Detective Division and served as the shift commander. Sergeant supervised the investigation of major crimes. In February 2007 Sergeant was reassigned to the Office of Professional Standards, Sergeant supervised the investigation of administrative investigations, citizen complaints, and new employee testing and background investigations. In February 2011 Sergeant was promoted to Deputy Chief and was assigned as the division commander to the Investigations Division and supervised the Detective Division, Vice and Narcotics, Evidence, Crime Scene Technicians, the Violent Crimes Task Force, Internet Crimes against Children and Sex Offender Registry. In 2017 Sergeant was promoted to Assistant Chief and currently holds this position.

Sergeant is a 2001 graduate of the University of Arkansas at Pine Bluff. He has a Bachelor’s of Science Degree in Business Administration. In 2017 Sergeant completed the Police Chief Executive Development Course at The Federal Bureau of Investigation/University of Arkansas at Little Rock. In 2015 Sergeant completed the Chief Executive Leadership Training for Chief of Police at the Southern Police Institute at the University of Louisville. In 2014 Sergeant completed the Arkansas Leader a prestigious program presented by The Federal Bureau of Investigation/University of Arkansas at Little Rock. He is 2004 graduate of the Northwestern University School of Police Staff and Command in Evanston, Illinois.

Sergeant has professional association with the National Organization Black Law Enforcement Executives (NOBLE), the Arkansas Association of Chiefs of Police (AACP) and the Arkansas Polygraph Association (APA).
