Chief Shawn Davis

Before being sworn in on Jan. 2, 2026, Pine Bluff Police Chief Shawn Davis previously served as a Captain for the Pine Bluff Police Department.
 
He brings more than 23 years of distinguished law enforcement experience to the department.
 
A native of Pine Bluff, Davis is a 1986 graduate of Watson Chapel High School. He earned a Bachelor of Science in Agricultural Economics from the University of Arkansas at Pine Bluff and is a 2021 graduate of the Southern Police Institute (SPI) in Louisville, Kentucky.
 
Davis began his career in 2002 in patrol, gaining extensive experience in frontline policing. He advanced through the ranks, serving as Sergeant, Lieutenant, and Captain, and has held assignments in divisions including Detective, Vice and Narcotics, Quality of Life, and Service Division.
 
Before being selected as the new police chief, Davis oversaw Special Operations, Training, Fleet, Traffic, and the Maintenance Shop, ensuring efficient departmental operations and effective support for both personnel and the community.
 
Throughout his career, Davis has demonstrated a commitment to ethical leadership, professional development, and community engagement. He was instrumental in implementing the Real Time Crime Center, reflecting his dedication to enhancing public safety and operational effectiveness.
 
Outside of his professional duties, Davis enjoys reading, watching sports, and spending time with family, and he remains deeply committed to serving the Pine Bluff community as both a law enforcement leader and a civic-minded resident.
 

Assistant Chief Kelven Hadley 

Assistant Chief Kelven Hadley

Assistant Chief Kelven Hadley has been with the department for 29 years. Hired as a patrolman in 1995 at the age of 29, he has gained significant experience on his way to being promoted to the Assistant Chief position. During his time at the department, he has served in many different roles: Patrolman, Bike Patrolman, OPS, Detective, Sergeant, Lieutenant, Captain, and Deputy Chief.

 

In each role, he attained different, yet valuable principles.  As a patrolman, he acquired the knowledge to maintain the quality of life and safety of our neighborhoods, as a detective he developed the skills to identify crime patterns and trends in our area, and as a Bike Patrolman, he learned the importance of interacting and developing a relationship with the community.

 

Hadley has been educated by several law enforcement schools across the U.S. to protect and serve this city effectively. He studied at the Advanced Reid School in Dallas Texas, Advanced Homicide School in Louisville Kentucky, The Southern Police Institute, Chief Executive Leadership School, and Personnel and Federal Laws School in Indianapolis, Indiana. 


Deputy Chief Billy Elliott 

 

Deputy Chief Billy Eliott

Deputy Chief Billy Elliott began his career with the department in May of 1985. Being with the department over 35 years he has acquired experience as a Sergeant, Lieutenant, Captain, and now Deputy Chief.  Deputy Chief Elliott's first position with the department was as a Patrol Officer answering general calls for service. Shortly after being a Patrol officer, he became a Field Training Officer. Working his way up the ranks, in 1988 he was transferred to the Vice, Intelligence, and Narcotics Division as a Detective.

 

He was promoted to Sergeant in the VICE division, and as a sergeant in the VICE division, he oversaw the day-to-day operations of the Tri-County Drug Task Force.

 

After serving as a Sergeant in the Vice division, he was promoted to Lieutenant. He was promoted to Captain in 2011 and assigned to Patrol as the Division Commander. He was promoted to his current position in 2016 as Deputy Chief of the Investigation Division.


Deputy Chief Shirley Warrior

Deputy Chief Shirley Warrior began her career with the Pine Bluff Police Department on July 26, 1990. Warrior is a Pine Bluff, Arkansas native, and graduate of Pine Bluff High School Class of 1979. Warrior earned a Bachelor of Arts degree in Criminal Justice from the University of Arkansas at Pine Bluff, and she is is a graduate of Dick Arthur's Polygraph School. 

Throughout her time with the department, Warrior gained experience in several divisions to include Patrol, Tri-County Drug Task Force, VICE, Office of Professional Standards, and the Service Division.

Warrior currently supervises the Public Relations/Community Oriented Policing and Service Division and helps to coordinate the Group Violence Intervention Program (GVI).
